No. I don’t know why RIDOT asserts that the Park and Ride lots are over-utilized.  They aren’t.  It’s disingenuous to take a single photo from a conspicuous angle and draw a conclusion.

And it doesn’t take much to investigate this. This is a satellite image from Wednesday, May 6, 2105:

Half of the spots are empty! And this is on a weekday!

I will concede that the lot at Exit 3 in Richmond is smaller and fuller, but if anything that makes the case for putting the rest area closer to Exit 3.  I don’t know, maybe here.
